I must have missed something in this question...
You can manage web app settings from the Azure portal itself and with Azure Cloud Shell (integrated in the portal).
Azure CLI depends on Cloud Shell, that depends on the Azure Portal.
Azure portal must be one of the correct answers

If so then in the options it should be "Azure mobile app" not "Azure CLI". Because you can't just run CLI without installing any extra app on iphone. But you can browse internet with default browser safari and visit Azure Portal. So in given wording, the correct answers are Azure Portal and Azure Cloud Shell.

How can I install CLI on a IPhone? The websides pointed to macOS instead of IOS. So for me the first answer is wrong and Azure Portal has to be the right choice.

You can use the cloudshell without the portal: shell.azure.com

As everyone says:
Azure CLI couldn't be installed on IPhone IOS.
Windows PowerShell couldn't be installed on IPhone IOS.
Azure Storage Explorer couldn't be use to manage web apps settings or another azure resource.
So the only tools that can we use to managed web apps settings from an IPhone IOS is the Azure Portal and Azure Cloud Shell either (Opera, Firefox, Chrome, Safari, etc).

As per this link (http://www.deployazure.com/management/managing-azure-from-ipad/) the three viable options would be: Azuer Portal, Azure Cloud Shell and Azure Mobile App.
No way to be Azure CLI.
No way to be Azure CLI.

the reference
https://docs.microsoft.com/en-us/cli/azure/install-azure-cli-macos?view=azure-cli-latest http://www.deployazure.com/management/managing-azure-from-ipad/
is for macOS, it is not for iphone. so A is not correct, should select B , C

From MS site https://azure.microsoft.com/en-us/features/azure-portal/mobile-app/#features it says:
Run commands to manage your Azure resources
Want to use the command line? Run ad hoc Azure CLI or PowerShell commands from the Azure mobile app.
So the Answer is apparently right.

Anyone with and iPhone (IOS) can acess B) the Azure portal and C) Azure Cloud Shell to manage an Azure web app settings.
