I guess it does indirectly, but that's the problem with half of these questions from MS. They're worded so poorly that it's not even clear what they're asking half the time! Often they want the answer to be the "microsoft way", which may not be the way you do it in real life.

Azure Advisor provides recommendations on high availability, security, performance and cost. so should not be the first statement also true or Yes?

Security recommendation does not cover the Active Directory, as it is upto the Customer to provision a user or not through AD.
Similarly Network security, Advisor can recommend to close some ports, but not "HOW to configure"!!

Wise man speaks truth, cannot agree more with you! Overcomplicating simple things is the MS way.

IF AD is one of my resources , Advisor should tell me how to improve security on it.

Box 1: No
As Azure Advisor provides recommendations for the following services below and AAD isn’t even included, so answer is “NO”.
“Application Gateway, App Services, availability sets, Azure Cache, Azure Data Factory, Azure Database for MySQL, Azure Database for PostgreSQL, Azure Database for MariaDB, Azure ExpressRoute, Azure Cosmos DB, Azure public IP addresses, Azure Synapse Analytics, SQL servers, storage accounts, Traffic Manager profiles, and virtual machines.”
Box 2: Yes -
Advisor helps you optimize and reduce your overall Azure spend by identifying idle and underutilized resources. You can get cost recommendations from the Cost tab on the Advisor dashboard.
Box 3: No.
Azure Advisor does provide recommendation to Azure Virtual machine but doesn’t give recommendation on how to configure network settings on Azure virtual machines.

first answer is yes
if there is any doubt check this video : https://www.youtube.com/watch?v=tSIxlEMrLQA
where there is specific example of AD related recommendation , it says that MFA not implemented.
