"Cost Management includes all usage and purchases, including reservations and third-party offerings for Enterprise Agreement (EA) accounts. **********Microsoft Customer Agreement (MCA) accounts and individual subscriptions with pay-as-you-go rates only include usage from Azure and Marketplace services. Support and other costs are not included.****** Costs are estimated until an invoice is generated and do not factor in credits." https://docs.microsoft.com/en-gb/azure/cost-management/understand-cost-mgt-data

Maybe in the past the answer was EA only, but now it is available for all. So correct answer is D: Pay as you go

C and D are both correct unfortunately. This is yet another question in a long line of questions that needs to be either removed or fixed. We can conclude both answers logically first without even looking at any substantiating information Think about it. There is no reason why Microsoft would restrict the use of this tool to any subscriber (except perhaps the free tier which I hope is obvious!) without risking alienating customers.
Now let's look at a few links.

2. https://docs.microsoft.com/en-gb/azure/cost-management/overview-cost-mgt
Everything in these two links reflects both C and D.

Microsoft Website on Cost Management page: "Now available to Microsoft Customer Agreement, Enterprise Agreement, Pay-As-You-Go and Azure Government customers. Learn more on the blog".
From the blog: "In addition, we are excited to announce the public preview for web direct Pay-As-You-Go customers and Azure Government cloud."
So answer should be D

*Cost Management includes all usage and purchases, including reservations and third-party offerings for Enterprise Agreement (EA) accounts*. Costs are estimated until an invoice is generated and don't factor in credits.
If you have a new subscription, you can't immediately use Cost Management features. It might take up to 48 hours before you can use all Cost Management features.
It's D,please refer this
