I think that the 2nd statement should be "No" because you use an Azure reservation to reserve server capacity in a region, not at a specific datacenter.
Otherwise, you reserve server capacity but in a region (ends up being in a data center but you didn't choose the data center; might not even be the same data center all the time, who knows? in Azure portal you might see the region but not the data center of the resource).
In the following link it says you choose the "Region" by clicking "Add more option" for the reservation, not the "data center" specifically (and even that option is allowed only for those with an EA agreement):
https://docs.microsoft.com/en-us/azure/virtual-machines/prepay-reserved-vm-instances

2nd answer will NO.
it can specify a Region, but not a Data Center.
Pls refer: https://docs.microsoft.com/en-us/azure/cost-management-billing/reservations/save-compute-costs-reservations

There is no way to stop SQL Azure Database to avoid billing charges when not in use. The azure virtual machine can be suspended and by doing that you can avoid hourly charges, but you cannot do the same with a SQL Azure Database which is charged hourly per database

you can't stop an Azure SQL database at all as this is PaaS. remember: you don't manage it, you just use it.

The second box answer should be "NO". You can reserve which region but cannot reserve specific data center.

Ans - YNN.
2nd - Azure Reservations are used to reserve capacity for specific Azure services and resources, but they do not reserve physical server capacity at a specified datacenter. Instead, they allow you to prepay for and reserve virtual machine (VM) instances or other Azure resources within a particular Azure region.

Agree NO : an Azure reservation is not used to reserve server capacity at a specific data center. Instead, it is used to reserve compute capacity in an Azure region or an Availability Zone for any duration of time1. By purchasing an Azure reservation, you can save money by committing to one-year or three-year plans for several Azure services.
Agree YES : Azure Sql database can be serverless and paused - when it's paused it most definitely reduces costs! I do that all the time for non-prod serverless.

Azure reservations reserve server capacity in a specific region rather than a specific data centre.

Observe that when you use the Azure Pricing Calculator to price out VMs, you have the option to select a region but not a specific data centre.

2) no.
Azure Reservations are used to reserve resources such as virtual machines, databases, or other services in Azure, but they do not reserve server capacity at specific data centers.
When you purchase an Azure Reservation, you are committing to pay for a specific instance type within a region for a one- or three-year term. This commitment provides you with significant cost savings compared to pay-as-you-go pricing.
However, Azure Reservations do not guarantee or reserve physical server capacity at specific data centers. Azure manages its infrastructure dynamically, and the physical location of your resources may vary based on Azure's load balancing and resource allocation algorithms.

About Q2:
https://docs.microsoft.com/en-us/azure/cost-management-billing/reservations/save-compute-costs-reservations
=> cost reduction, not hardware reservation!

2nd answer is NO, because you cannot make a reservation in a specific data center, but only a Region level.
