I would argue that if you need to claim for it not all Azure customers will receive the credit as not all customers will claim.

This question is old 99.99% for premium...and you must claim credit it's not automatic

From the link you provided, it is said "We guarantee at least 99.9% availability of the Azure Active Directory BASIC and PREMIUM services. No SLA is provided for the FREE tier of Azure Active Directory."
So the answer to the second one is NO.
